An upstate New York man who police say is responsible for the shooting death of a woman has been arrested.

The Times Herald-Record reports that 47-year-old Carlos Rivera has been charged with murder and attempted murder in the death of 21-year-old Chelsea Debidin.

New Windsor police say the shooting occurred at a New Windsor apartment in September.

Authorities say the Walden woman's 20-year-old boyfriend, who was never identified by authorities, was also shot, but survived.

Officials say Debidin was pronounced dead at the scene.

Rivera, of Newburgh, was arraigned Friday evening. He is scheduled to return to court Nov. 14.

It's not clear if Rivera has a lawyer who can speak for him.
