Police say they're investigating a video showing an NYPD officer with his hand around a woman's neck on a Manhattan street.
Scott Hebden, who posted the footage on YouTube, says a friend took the video from inside a car traveling on Hester Street near Mulberry in Little Italy about three weeks ago.
The video shows the woman running away from two NYPD officers. One of the officers grabs her from behind and holds her neck up against a car.
The NYPD says a preliminary review of the video shows it was not a recent incident, and that it has been forwarded to Internal Affairs for review.
