Smoking Means Business For Bars

Bar owners across the country say that ignoring municipal smoking bans is simply good business. These rogue owners believe that their smoking customers will either stay home or go where their habits are welcome, and choose to either pay the small fines (as low as $25 per offense) or loosely enforce the rules.
