Some air rights must have changed hands at 260 Flatbush Avenue, because the former cellphone store is about to go from being a one-story, 4,000-square-foot building to an eight-story, 20,000-square-foot one, despite a Floor Area Ratio restriction of 2 on the 4,000-square-foot lot. (Flatbush Finger building, anyone?) The developer bought the property back in October 2006 for $3,980,000 and filed his initial plans shortly thereafter.
