Lisa G's Lemon Bars

These toothsome bar cookies are a bit tart, yet perfectly sweet—just like their creator, radio personality, "Lisa G" Glasberg. Condensed milk makes them irresistible.
2 sticks unsalted butter
1 cup sugar
2 cups flour
1 1/4 cup oatmeal (not instant)
Juice of 3 lemons
Zest of 3 lemons
1 14-ounce can sweetened condensed milk
Frosting and candy such as jelly beans and m&ms (optional)
Make crust: Cream butter and sugar with a mixer on medium-high speed. Beat in flour and oatmeal.
Stir lemon juice and zest into condensed milk.
Butter a 9" x 13" baking pan. Press two-thirds of the dough into the pan. Spread lemon-and-milk mixture evenly over the crust. Sprinkle pieces of the remaining dough like streusel on top. Bake at 350 degrees for 30-35 minues, until golden. Let cool. Slice into 1-inch squares and decorate with frosting and candied toppings if desired.
