All three people in the vehicles suffered serious body trauma.
The driver of the van, 23-year-old Jamal Iqual, was pronounced dead at Coney Island Hospital.
Police say the driver of the BMW, 26-year-old Beka Skhirtladze, was arrested on vehicular manslaughter and other charges. It wasn't clear if he had a lawyer.
He and his passenger were both hospitalized in stable condition.
