Despite crowded schools throughout the city, Mayor de Blasio insists he has more than enough classroom space to meet his ambitious goal of universal pre-kindergarten and under the plan, 53,000 kids would start school a year early this fall. He's upping the ante, challenging the state to help him fill those child-ready classrooms with dollars. Melissa Russo reports.
