Walcott Outlines Plan to Weed Out Bad Teachers

Hundreds of New York City school teachers could soon be off the payroll. A buyout plan is being proposed for those who don’t have permanent jobs but are still getting paid with taxpayer money. The policies would go into effect if the city and union fail to reach a deal over a new evaluation system. Melissa Russo reports.
