Taxi Service Expands to Outer Boroughs

The state’s highest court has approved the mayor’s plan to allow livery cabs to pick up street hails — good news for the New Yorkers who live in Upper Manhattan or one of the other four boroughs where yellow medallion taxis are not easy to come by. Now, in addition to yellow, there will be apple-green cabs. Roseanne Colletti reports.
