Port Authority Votes Not To Fund 3 World Trade Center Construction

The billionaire developer who wanted a loan from taxpayers to finish rebuilding the World Trade Center will have to find the money somewhere else. In a surprise move, the Port Authority told Larry Silverstein it would not agree to finance a stalled skyscraper. Andrew Siff reports.
