Helicopter Pilot Says Emergency Fuel Lever Was Off

The pilot of a helicopter that crashed into New York City’s East River told National Transportation Safety Board investigators that an emergency fuel shut-off switch had already flipped off and he saw part of a passenger’s restraint harness underneath it as the craft was going down.
