Downtown Highlands May Be Rebuilt to Prevent Future Floods

One New Jersey town is looking at more than just raising homes in the wake of Sandy: the idea is to backfill dozens of blocks of low-lying property, raising the ground itself. Brian Thompson reports from Highlands.
