City Posts No Parking Signs, Tickets Cars Already Parked There

Drivers on a Manhattan street say city workers posted new no parking signs and then ticketed everyone along the block just minutes later. NBC 4 New York obtained this surveillance video that shows workers changing out the signs on West 15th Street Saturday.
