Cops Give Out Gift Cards Instead of Tickets

Police officers in St. Albans, West Virginia surprised strangers in stores and on traffic stops with unexpected Christmas gifts Saturday. Police teamed up with city leaders and non-profit members to hand out gift cards, ranging from $25 to $100.
