NYC Says Billboard Barges Are Ugly and Also Illegal

A barge with a giant billboard is circling Manhattan on the Hudson and East rivers, and many are complaining it’s an eyesore, a “Times Square on the river.” The city says it’s downright illegal. Jummy Olabanji reports.
