NJ Ex-School Officials Schemed to Free Child Care for Child: Prosecutor

Three former New Jersey school officials and a fourth person were indicted Tuesday for allegedly orchestrating a scheme to get free child care services for one of their children.

The officials worked for the Brick school district in Ocean County.

Indicted on Tuesday were former superintendent Walter Uszenski, 63, of Brick; former interim director of public services Andrew Morgan, 68, of Edison; and Andrew Morgan's wife, former academic officer Lorraine Morgan, 58, also of Edison.

Also charged was Uszenski's daughter, Jacqueline Halsey, 37, of Brick.

The four face counts including official misconduct and theft by deception.

The Ocean County prosecutor's office alleges that Andrew Morgan was paid $17,500 to do a 7-page audit of the district's special services section that recommended the district provide services to special needs students in-district rather than paying to send them outside the district.

Uszenski, who allegedly knew Morgan previously, recommended that the school board hire Morgan as interim director. One of Morgan's first official acts allegedly was to approve the fraudulent special education plan for Halsey's child. Lorraine Morgan allegedly approved unnecessary counseling services for the child.

The child allegedly received services valued at more than $50,000.

It wasn't known Tuesday if the defendants had retained attorneys who could comment on the charges.
