Man Took Photos Up Women's Skirts at Belmont Stakes: Police

A man used his cellphone to take photos up the skirts of two women without them knowing at the Belmont Stakes, police said Sunday. 

An NYPD detective who was on duty at the racetrack witnessed the crime, Nassau County police said.  

He saw Samuel Jackson, 28, of Brooklyn, stand behind two 19-year-old women and put his phone underneath one of their skirts, police said. Then he saw Jackson move his phone underneath the other woman's skirt, police said. 

The women weren't aware of what was happening. 

Jackson was charged with unlawful surveillance, police said. It wasn't clear whether he had an attorney.
