Cement Trucker Charged With School Bus Driver's Death

A Long Island cement truck driver has been charged with manslaughter six months after he struck an overpass and then a school bus, killing the driver.

Nassau County District Attorney Kathleen Rice said Wednesday that the numerous charges against Raymond Ragen also include using a cell phone while driving, and driving while impaired by drugs.

The July crash in Locust Valley killed Jorge Guevara. It also injured a bus attendant and four special-needs children going home from summer camp.

Police say Ragen's 13-foot-high truck smashed into a 10-foot railroad underpass then hit the oncoming bus.

Defense attorney David Besso says it was a "tragic accident" and not a crime.

He says Ragan was driving slowly and safely, tried to stop in time, and was not impaired.
