1. NYC Reins in Uber, Lyft With Cap on Ride-Hail Vehicles

New York City moved to regulate the explosive growth of Uber and other app-based ride services with a temporary cap on new licenses for ride-hailing services.

The City Council approved a package of bills that included a one-year moratorium on new licenses for for-hire vehicles while the city studies the rapidly changing industry. The legislation also will allow the city to set a minimum wage for app-based drivers.

Backers of the proposals said both the traditional yellow cab industry and drivers for app-based services are suffering as Uber cars flood the city's streets. They said the growth of ride-hailing apps has also worsened traffic congestion.

2. Odin, the NJ Dog With Cancer and a Bucket List Adventure, Dies

Odin, the four-year-old New Jersey dog that had been checking items off a social media bucket list since he was diagnosed with terminal bone cancer earlier this summer, has died.

The St. Bernard's owner, Bobbie Jo Ledford, took to Facebook to announce that they had made the difficult decision to euthanize the 4-year-old pup, which had been battling osteosarcoma for the last several months.

Ledford created a bucket list for Odin after he was diagnosed with cancer in July. Among the early items were meeting a police officer, visiting a farm, eating a puppichino from Starbucks, heading to Hooter's and being featured on the local news.

3. These Are the Top 20 Party Colleges in America

Attention, party animals. 

New York has more of the top party schools than any other state. 

Colgate University, Union College and Syracuse University were all ranked among the nation's top 20 party schools. Syracuse has the biggest partiers in the state and came in at No. 4 on The Princeton Review list. 

The University of Delaware came in at No. 1.
