Feds Seek New York City Men on Drug Trafficking Charges

Arturo Villa, 37, and Emmanuel Ramos, 28, have been charged with conspiracy to distribute heroin, according to the FBI

Federal investigators are looking for two New York City men believed to have ties to a Queens-based heroin trafficking ring.

Arturo Villa, 37, and Emmanuel Ramos, 28, have been charged with conspiracy to distribute heroin, according to the FBI, for their involvement in a trafficking ring called the Flock Organization that allegedly imported and distributed heroin in bulk to the greater New York metropolitan area.

The organization operated out of a business called Fresh Start Auto Repair and Tire Sales in Richmond Hill that acted as a hub for narcotics suppliers, transporters and distributors, the FBI said.

Villa, who is also known by the nickname A-Rock, is said to have ties to the Ozone Park and Woodhaven neighborhoods of Queens, Pittsfield, Mass. and Erie, Penn.  Ramos, who is also known as Manny, is believed to have ties to Brooklyn and Forest Hills.

"We encourage anyone with information about Arturo Villa or Emmanuel Ramos to pick up the phone and call their local FBI office,” said Christos Sinos, an FBI spokesman, in a statement.
