Suspended Driver Charged in Deadly Hit-And-Run on Garden State Parkway

Two men were exchanging insurance information over a previous minor accident when the suspended driver hit both of them, injuring one and killing the other, who was thrown onto the highway and struck by other cars

A man driving with a suspended license struck two men who had been standing on the shoulder of the Garden State Parkway to exchange insurance information after a minor crash of their own, authorities said. One of the men on the shoulder died, and the other was injured.

The fatal accident occurred around 11:15 p.m. Saturday in the southbound lanes near milemarker 86 in Toms River, according to the Ocean County Prosecutor’s Office.

Daniel Cintron, 50, of Ossining, New York, and Frank Puglisi, 21, of Staten Island, had been in a minor crash a short time earlier. They were exchanging insurance information when both were hit by an SUV driven by Roberto Sandoval-Guerrero, 37, of Toms River, authorities said.

It wasn’t known Wednesday whether Sandoval-Guerrero had a lawyer to speak for him.

Cintron was thrown onto the highway, was run over by several vehicles and was pronounced dead at the scene, authorities said. The Staten Island man was treated for moderate injuries to his left arm.

Sandoval-Guerrero continued driving but abandoned his vehicle a short time later and ran away on foot, authorities said. He was captured in the area of Route 9 and Church Road in Toms River.

Sandoval-Guerrero was charged with vehicular homicide, assault by auto, knowingly leaving the scene of a fatal motor vehicle accident, and causing death or injury while driving with a suspended license.
