A Long Island dog owner was cited for neglect after her emaciated pit bulls were found chained to a tree in the snow, police said.
Police responded on Sunday to a 911 call reporting dogs were being mistreated at the home in Deer Park.
An officer found the pups, Nina and Papa, starving and chained to a tree in the back yard.
The 55-year-old woman was ticketed for severe animal neglect and the dogs were taken to a shelter.
