Future of New York City Mass Transit Hinges on Funding Fight

Negotiations over funding the Metropolitan Transportation Authority's $29 billion improvement plan may be nearing resolution — though New York City Mayor Bill de Blasio wants assurances that the state will honor its funding promises.

Gov. Andrew Cuomo says the state will commit $8.3 billion to help pay for the five-year improvement plan and wants the city to pay $3.2 billion. The city has increased its offer to $2.5 billion, but wants a say in how the money is spent and promises that project funds won't be redirected to other work.

The MTA's five-year plan includes new subway signal technology, replacement subway cars and buses, expanded transit service and bridge and tunnel repairs.

Transportation advocates say the work is essential to maintaining an aging system used by 9 million people daily.
