A judge says city officials didn't have a sufficient plan to monitor pollution before starting to build schools on contaminated land in the South Bronx.
Parents and community leaders plan to announce the ruling Monday. It was issued last month.
It requires the School Construction Authority to provide a long-term plan for checking air quality and other environmental factors on the property, which used to house a rail yard and a plant that converted gas into coal.
The land has been cleaned up. But parents and local leaders sued last year, hoping to force a more extensive environmental review.
A city lawyer says the construction agency has provided adequate information on plans for pollution monitoring.
The city says the ruling won't stop work on the four schools, due to open in 2010.
