Hello Kitty, Hello Handcuffs

It was no cat-and-mouse game when Hello Kitty and Minnie Mouse clashed in Times Square.

Two women underneath the costumed characters were arrested on assault charges after fighting over tips Thursday afternoon, police said.

It's the latest in a series of flare-ups in recent years among the cartoon characters who roam Times Square, seeking money to pose for photos with passers-by. Some characters have been accused of assaulting tourists, harassing people, groping women and punching a police officer.

A city councilman proposed last fall that the characters be required to obtain a license and wear photo IDs. Critics called the proposed rules unnecessary and said they'd make the characters' already low-paying work harder.

The performers say most of them don't demand money, just suggest they be tipped.
