Police in Stamford, Connecticut, have arrested the father and mother of a 14-month-old boy in what authorities are calling one of the of the worst neglect cases they have ever seen.

Police responded to the couple's Myrtle Avenue home Sept. 28 when they received a medical call and found the baby's severely dehydrated and malnourished mother caring for the toddler, authorities said.

The house had a foul odor and it was littered with empty liquor bottles and garbage, police said. The baby’s crib was filled with feces and infested with flies, according to Stamford police.

Emergency crews transported the baby to Stamford Hospital.

The state Department of Children and Families was immediately notified, removed the infant from his parents’ custody and placed him in foster care, police said.

Police identified the mother as Marina Vouk, 27, and said she spent eight days in the hospital to be treated for several medical conditions.

The Stamford Police Special Victims Unit took over the case, applied for a warrant and charged Vouk with risk of injury to a minor when she was released from the hospital on Tuesday. She has been released on a promise to appear.

Police said the baby’s father, Igor Kotsopey, 41, also lives at that house and was in the hospital after police found him drunk and passed out on Shippan Avenue earlier, police said.
