Union Square: We have a bit of a curious case with Union Square's neighbor to the north, Tisserie. On Thursday night we heard they were closed for missing a permit, but by the time a correspondent sauntered by at noontime Friday, the place was readying to open again. A small mishap we figured. But a different tipster took the above picture yesterday, meaning the pastry and sandwich shop was shut down not once but twice by the DOH. Note to wily restaurateurs: you can't pull a fast one on these guys.
