No, the dude at the lunch place didn't slip drugs into your egg salad sandwich. There are actually plans to build "an iconic, 176-foot "Yes The Bronx" observation tower. It features "a square glass complex perched atop a column, ringed with spiral stairs." (There's even an elevator!!!) The thing would cost $25M and be at the confluence of the Harlem and East Rivers offering views of...Manhattan.
