Delightful kitsch emporium Fred Flare has hosted holiday pop-ups inside Chelsea Market since shuttering its Greenpoint boutique two years ago. Its first spring pop-up -- open now through April 29th -- is packed with affordable accessories and heaps of summer dresses.
