White powder that was found at the federal courthouse in Brooklyn Tuesday afternoon was not toxic, police said.

The powder was in an envelope sent to the court clerk and had a note saying it contained anthrax, law enforcement sources said.

Three people who were directly exposed to the substance were decontaminated before the powder was deemed harmless, officials said.
