A 20-year-old Queens man who had pulled over on Interstate 95 in Westchester County to change a tire early Monday was struck and killed by a tractor-trailer that fled the scene, authorities say.
Maicol Encarnacion Garcia, of Richmond Hill, had stopped on the highway near exit 18B just before 1 a.m. to replace his tire. As he was making the change, a tractor-trailor that witnesses say was towing two other trailers hit him.
It wasn't clear if the driver saw Garcia, but authorities are describing the crash as a hit-and-run. A second person with Garcia at the time was not hurt, officials say.
The crash closed the southbound right land of I-95 for several hours.
