NYC Neighbors Feud Over Strobe Lights, Bright TV: Report

A TriBeCa woman opted to fight fire with fire by hooking up spotlights and a strobe light in her condo after her neighbor refused to close his blinds while watching TV, DNAinfo reported.

Richard Miele filed papers in Manhattan Civil Court, claiming neighbor Suellen Epstein engaged in a “campaign of harassment” against him and his family by hanging the lights in her residence, the report says.

The tiff started in 2014 when Epstien complained that the glow of Miele’s TV was “bothering” her, DNAinfo reports. The building landlord and Epstein, a member of the condo board, demanded that Miele and his family close their blinds whenever they watch TV in the residence, according to court papers.

Miele protested, and instead suggested that Epstein close her blinds if the glow bothers her. He even offered to pay for new blinds in her condo, according to the report.

An agreement on the blinds was not reached, so Epstein took matters into her own hands.

Epstein allegedly installed "a series of large, extra bright spotlights against her windows," the report says.

"At one point in time," the court papers state, according to DNAinfo, Epstein "installed a large, nightclub like strobe light and began shining those spinning color lights into my apartment in addition to the spotlights."  

Miele asks the judge to make his neighbor stop the “outrageous” behavior and says in the suit that Epstein "believes she can operate with impunity as a member of the condominium board."

Epstein did not immediately respond to NBC 4 New York when asked for comment.
