Cuomo Proposes “Yes Means Yes” Regulations for All NY Colleges

Gov. Andrew Cuomo is proposing legislation that would expand to New York's private colleges the "yes means yes" regulations against sexual assault that have been adopted at the state's own university system.

He expressed confidence the bill would pass the state Legislature and then "go nationwide."

Under the bill:

—A woman would have to give clear and voluntary consent before sexual activity.

—To encourage victims to come forward, students reporting assaults would get immunity from related offenses such as drug use.

—All students would be informed of their rights including the right to go to the state police rather than local police.

—College administrators and staff would receive training.

The State University of New York adopted similar policies last month.
