The word 'HELP' is written on the window of a car covered in snow on West 73rd Street on December 28, 2010 in New York City. Two days after a blizzard pounded the city, many of the city's streets remained unclear.
City Council committees are examining how well New York is prepared for winter.
Council Member Peter F. Vallone Jr. says the goal is to ensure improvements to last year's blizzard response.
A hearing is being held Wednesday afternoon by the committees on public safety, sanitation and solid waste management.
Some improvements to be examined include the process of declaring emergencies.
The committees also will discuss enhancements to the city's emergency operations center, the process of hiring extra laborers, and dispatch protocols.
